JICA partners with DILG for rehabilitation projectsOctober 27, 2014
The Government of Japan will provide a Grant Aid Program for Rehabilitation and Recovery through the Japan International Cooperation Agency (JICA) for the reconstruction of municipal buildings integrating the Build Back Better (BBB) policy in Marabut, Western Samar and Lawaan, Eastern Samar which were heavily devastated by Super Typhoon Yolanda.
The reconstruction in Marabut will be a 2 storey reinforced concrete municipal office with Piloti sytem, a free ground floor to prevent high tide flood water and have least damage to the facility. On the other hand, the municipal office in Lawaan is a single storey reinforced concrete structure. Both facilities will be disaster resistant structures with additional functions as an emergency evacuation for the nearby community.
The Department of Interior and Local Government (DILG) is the responsible agency for the project, while the Department of Public Works and Highways (DPWH) is the implementing agency.
Aside from the grant assistance, DILG requested from JICA to provide technical assistance on standardized tools based from Japanese experiences to be kept at the LGU in order to make immediate response to disaster.
The Grant Aid Programme is an approach of Japan to offer support in an immediate manner with a recipient country to recover from natural disasters and conflict.
Aside from municipal buildings, the Grant Aid Programme will also reconstruct elementary schools (DPWH/Department of Education) and hospitals (DPWH/Department of Health), and will provide equipment for fisheries center (Department of Agriculture), airport (Department of Transportation and Communication), meteorological radar system (Department of Science and Technology), maritime polytechnic (Department of Labor and Employment) and electricity (Department of Energy) to the Typhoon Yolanda affected areas in Leyte and Samar.
