AVID Program supports RAY: DILG Fund

The Recovery Assistance on Yolanda (RAY): DILG Fund, the Office of the Project Development Services (OPDS) – Department of the Interior and Local Government   sought the assistance of the Australian Volunteers for International Development (AVID) program to provide technical support in the implementation of the RAY-DILG projects.

The AVID program will provide technical support to the RAY: DILG Fund through the engagement of skilled Australian volunteers from October 2014 to July 2015. The Australian Volunteers will be assigned in DILG Central, Iloilo City and Tacloban City, but they will also cover other Super Typhoon Yolanda affected LGUs outside their assigned areas.

The key outputs expected from the AVID program are the development of sufficient tools for audit of damaged infrastructures, formulation of adequate guidelines for Building Back Better (BBB), improve the capacity of LGU and DILG Regional personnel in construction supervision particularly in materials quality control, workmanship quality assurance and project management. The program is also an opportunity to enhance the capacity of the LGUs to develop infrastructure plans that takes into consideration the susceptibility to climate change and disaster risk management.

The support from the AVID program is relevant to strengthen the institutional and technical capacity of the LGU towards infrastructure planning and implementation. The key learning and skills that the volunteers will impart can be documented and shared to other LGUs that are also at risk to disasters.
