RAY-DILG Conducts Project Management and Construction Supervision Consultative Workshop in Coron, Palawan and Cebu City

In line with the thrust of facilitating the monitoring and implementation of the Recovery Assistance on Yolanda (RAY):DILG Fund, the Office of the Project Development Sevices (OPDS)– Department of the Interior and Local Government conducted separate Project Management and Construction Supervision Consultative – Workshop held in Coron, Palawan last July 8-10 and Cebu City last July 9-11, 2014. The Workshops were participated in by the Municipal Engineers and the Municipal Accountants of the LGUs from the Yolanda affected areas of Regions IV-B and VII and the DILG Field Officers.

The 3-day Consultative Workshop has enabled the participants better understand the policies for the implementation of the RAY:DILG Fund, and provided opportunities for the discussion of project issues and formulation of strategies to fast-track the project implementation. Likewise, it equipped the participants with more knowledge on Procurement Law (RA 9184), Construction Supervision and Management, and Fund Management and Liquidation.

The Workshop was highlighted with the introduction of the DILG-ISTMS on the RAY:DILG Fund Website and the Project Performance Monitoring System (PPMS), a computerized system that will allow the DIILG Field Officers, MLGOOs, to submit electronic reports to the DILG Central to ensure that information on the project status reached the DILG management on real time. This innovation on project monitoring will eliminate the usual tedious system that requires substantial time and voluminous paper for the preparation of reports. During the workshop proper, the participants registered in the RAY-DILG Website and established the database for the projects. The PPMS is complemented with the Project at Risk Monitoring (PAR) System, which establishes the risk level or alert status of the various projects based on pre-identified indicators. The later was developed through the auspice of the Philippines-Australian Human Resource and Organizational Development Facility (PAHRODF). With the RAY:DILG Fund as the pilot test project, these ICT-Systems shall be also adopted for the other programs and projects of the OPDS.

The said events were the first batches of the series of capacity building workshops being implemented by RAY-DILG. The next batches of workshops will be conducted in Regions VI and VIII this 3rd and 4th week of August 2014.
