DILG releases ‘Build Back Better’ Operations Manual to strengthen post-disaster recovery efforts

The Department of the Interior and Local Government (DILG) welcomes the release of its inaugural ‘Build Back Better’ (BBB) Operations Manual, designed to ensure effective implementation of post-disaster infrastructure in line with international principles of disaster resilience and recovery.

The BBB Operations Manual focuses on infrastructure preparedness measures, as a guide to ensuring that adequate preparation prior to calamities takes place in a timely,comprehensive and holistic manner.

50% of RAY Batch 1 Facilities in Cebu are Completed

The province of Cebu has now completed 14 out of the 28 partially-damaged municipal facilities funded by the Recovery Assistance on Yolanda (RAY), project of the Department of the Interior and Local Government (DILG).

Fifty percent (50%) of the completed municipal facilities which are city/municipal halls, public markets and civic centers under RAY Batch 1 are from the municipalities of Borbon, Daanbantayan, San Remegio, Sogod, Tabogon, Tabuelan and Tuburan. The other 50% of the facilities from Bantayan, Bogo City, Madridejos, Medellin, Pilar and Santa Fe are now in the final stages of completion.

138 facilities under RAY Batch 1 completed in 2014

The Recovery Assistance on Yolanda (RAY) project of the Department of the Interior and Local Government (DILG) has now completed 138 out of the 309 partially-damaged LGU-owned and managed facilities under RAY-DILG Funds Batch 1, which involves repair and rehabilitation of city/municipal halls, public markets and civic centers.

The completion of 51 city/municipal halls enabled 4,678 employees to work efficiently and provide effective services to their community. Local businesses such as those of 1,382 market vendors benefited from the rehabilitation of 46 public markets. 3,688 Barangay Facilities to be funded by RAY-DILG

The Recovery Assistance on Yolanda (RAY), under the Office of the Project Development Services (OPDS) of Department of the Interior and Local Government (DILG) will fund the rehabilitation of 3,688 facilities from the 2,798 barangays affected by Super Typhoon Yolanda last November 8, 2013.

The second batch of RAY-DILG funding with a total of Php 1.57B is intended to rehabilitate partially-damaged barangay facilities such as barangay halls, day care centers and civic centers in Regions IV-B, V, VI, VII and VIII.

JICA partners with DILG for rehabilitation projects

The Government of Japan will provide a Grant Aid Program for Rehabilitation and Recovery through the Japan International Cooperation Agency (JICA) for the reconstruction of municipal buildings integrating the Build Back Better (BBB) policy in Marabut, Western Samar and Lawaan, Eastern Samar which were heavily devastated by Super Typhoon Yolanda.

The reconstruction in Marabut will be a 2 storey reinforced concrete municipal office with Piloti sytem, a free ground floor to prevent high tide flood water and have least damage to the facility. RAY-DILG Fund Supports Tacloban City

Tacloban City was utterly devastated after the onslaught of Super Typhoon Yolanda last November 8, 2013. The National Government gave Tacloban City an initial fund of more than P230M to repair and rehabilitate 25 of its municipal structures including Government Offices, Public Markets and Civic/Evacuation Centers.

AVID Program supports RAY: DILG Fund

The Recovery Assistance on Yolanda (RAY): DILG Fund, the Office of the Project Development Services (OPDS) – Department of the Interior and Local Government   sought the assistance of the Australian Volunteers for International Development (AVID) program to provide technical support in the implementation of the RAY-DILG projects.

The AVID program will provide technical support to the RAY: DILG Fund through the engagement of skilled Australian volunteers from October 2014 to July 2015. The Australian Volunteers will be assigned in DILG Central, Iloilo City and Tacloban City, but they will also cover other Super Typhoon Yolanda affected LGUs outside their assigned areas.

RAY-DILG conducts Project Management and Construction Supervision Consultative Workshop in Boracay, Calbayog City, Cebu City, Iloilo City and Roxas City

The Recovery Assistance on Yolanda (RAY):DILG Fund, the Office of the Project Development Sevices (OPDS) in partnership with the DILG Regional Offices conducted separate Project Management and Construction Supervision Consultative – Workshops all throughout the month of August 2014.

The series of capacity building workshops were held in Calbayog City, Eastern Samar last August 6-8; Boracay, Aklan last August 13-15; Iloilo City last August 18-20; Roxas City, Capiz last August 27-29; and Cebu City last August 12-14 and 27-29, 2014.

Villaba, Leyte is first to complete RAY-DILG project in Region VIII

Municipality of Villaba, Leyte completed their Php 6.6M repair of municipal hall, municipal gym and public market under the Recovery Assistance for Yolanda (RAY)-DILG Fund last July 14, 2014.

The municipal hall with 172 employees is totally operational after it was immobilized by Super Typhoon Yolanda. The municipal gymnasium with 500 seating capacity can already accommodate recreational and socio-cultural events. The roofing of the public market which was also heavily damaged is now beneficial to 79 market vendors.

RAY-DILG Conducts Project Management and Construction Supervision Consultative Workshop in Coron, Palawan and Cebu City

In line with the thrust of facilitating the monitoring and implementation of the Recovery Assistance on Yolanda (RAY):DILG Fund, the Office of the Project Development Sevices (OPDS)– Department of the Interior and Local Government conducted separate Project Management and Construction Supervision Consultative – Workshop held in Coron, Palawan last July 8-10 and Cebu City last July 9-11, 2014. Lambunao’s Public Market is Back to Business

Lambunao’s Public Market in Lambunao, Iloilo Province is now back to business after its Php 63,530.00 rehabilitation under the Recovery Assistance on Yolanda (RAY)-DILG Fund.

The reconstruction of the Public Market was built with Build Back Better (BBB) design for disaster-resilient structure which is beneficial to ithe vendors and market goers. The completion of the project which was undertaken by ‘administration” has brought back the normalcy of the economic programs in the Municipality after the wrath of Typhoon Yolanda in the barangay.


Valderrama, Antique showcases RAY-DILG’s first completed project

Municipality of Valderrama, Antique disclosed their Php 140,000 repair of the public market project under the Recovery Assistance for Yolanda (RAY)-DILG program which is now operational and beneficial to its twenty-two (22) constituent barangays.

The repair of the public market, which was completed last June 6, 2014 is part of the first batch of projects under RAY-DILG. Approximately 50% was damaged by Super Typhoon Yolanda particularly the roof and truss of the public market. The reconstruction of the public market was built with Build Back Better (BBB) design making it a disaster-resilient structure.

DBM releases additional funds to DILG for Yolanda affected areas

The Department of Budget and Management (DBM) released additional Php 2 billion funds to Department of the Interior and Local Government (DILG) through the Recovery Assistance on Yolanda (RAY) for the second batch of projects for the ongoing recovery and rehabilitation assistance for Typhoon Yolanda affected areas.

The additional fund is part of the initial Php 4.012 billion budget earmarked for the RAY-DILG Fund. The projects will focus on the spillover projects of municipal halls, civic centers, public markets and barangay facilities which were not funded in the first batch.
